Brennan describes him as a little ice cream headed man who speaks in a nasal, upper-crust British voice CC E1·01:35:04. He asks who will go on the coming envoy to Comida CC E1·01:35:07. Amethar says he likes "that ice cream guy" and tells Calroy he can come, and Calroy agrees CC E1·01:37:37 CC E1·01:37:46.

Lord Finnegan Swirlie is the Marquis of Icyhall and Master of Ships, an ice cream man whom Amethar brings on the envoy to Comida CC E1·01:35:08 CC E1·01:37:43. After the ambush in CC_02 he says he and his companions hid in the carriage as long as they could, and Brennan notes he is loyal to Candia CC E2·02:02:39 CC E2·02:02:43. In CC_03 he offers to provide the social graces, and Amethar sends him to make graces with the good senators of Ceresia CC E3·01:14:05 CC E3·01:14:12. Calroy later refers to this as what Amethar "just sent Finnegan to do" CC E3·01:14:42.
